FUNCTIONS OF THE DIFFERENT DIVISIONS

ADMINISTRATIVE DIVISION

  • Supports the maintenance and implementation of personnel discipline in the office; Assist in the recruitment of employees and evaluates/processes documents needed to support appointments, DTRs, leave applications and performance evaluations of staff; Updates Service Records and Leave Ledger Cards of SP officials and staff; Drafts and finalizes the budget of the office; Prepares memos, appointment papers, TOs, Itinerary of travels, payrolls, vouchers PRs, MRs and other communications of administrative in nature; Assists in planning and programming of SP activities and prepare Project Proposals; Submits reports i.e. payroll transmittals, HRD, waste materials, inventory of equipment, after training reports, liquidation reports; In charge of the procurement of office supplies and equipment; In charge with the safekeeping and upkeep of records and maintains the Sangguniang Panlungsod Legislative Management Information System (SPLMIS); Provides messengerial, janitorial, photocopying and driving services; Writing of press materials for SP; regular radio programs in disseminating information on the activities of city council and SP sessions; coverage important meetings and events that are of public interest and welfare.

AGENDA AND INFORMATION MANAGEMENT DIVISION

  • Attend SP sessions; prepares agenda and communications; recommends legislative action on matters as acted upon during SP sessions in the LMIS; prepares letters, endorsements and referrals of matters for action by the SP committees and/or other offices; sends out publications of proposed ordinances and sends out notices of public hearings; assist in the different SP committees in gathering and collating the results of public hearings for legislative action and  feedback to participants regarding their inputs to such public hearings including the submission of reports; and handles pending matters needing further study/action by the different Committees and/or other offices.

STENOGRAPHIC CLERICAL SERVICES DIVISION

  • Attends all SP regular and special sessions, public and committee hearings; records all meetings and public hearings of SP; prepares minutes, transcripts and journals of SP meetings and proceedings of investigations and responsible for their systematic upkeep of all records; certifies and issues photocopies of minutes of meetings and transcript of recorded proceedings of the SP; prepares resolutions, ordinances  and barangay administrative case decisions in its final form as adopted, passed and decided by the SP; coordinates with other offices and conduct researches in aid of legislation.

RESERACH DIVISION

  • Attends SP meetings, public hearings and other related meetings; performs research work referred to by SP officials, various offices/agencies and the general public on approved ordinances and resolutions and other related documents; keeps and maintains records and general indexes of the same; sends out copies of ordinances and resolutions to concerned persons/offices for implementation; sends out publications of approved ordinances and in aid of legislation coordinates with other agencies in gathering data.
    Tracks, monitors and assessesthe effective implementation of legislative measures.

PERSONAL STAFF (Coterminous Staff)

  • Assists immediate supervisor as their personal staff in secretarial and clerical works; attends all SP meetings; drafts proposed resolutions, ordinances, endorsements and other communications; performs research works; delivers office communications, office supplies and materials and maintains cleanliness in the office.
