mayor sets rules on waste management transfer

BAGUIO CITY – Mayor Mauricio Domogan last week set the rules for the transfer of the solid waste management from the city environment and parks management office (CEPMO) to the general services office (GSO).
In his Administrative Order No. 75, the mayor said the guidelines will “draw the line and define the roles and responsibilities of the departments concerned” to ensure the smooth transition of the management of said basic service.
As per the order, the transfer will involve the solid waste management division with its entire personnel complement of 179 plantilla positions and budgetary requirements of P31 million covering personnel, operating costs and capital outlays.
The mayor also mandates that all major development programs funded from all sources relative to solid waste shall be coordinated by the GSO with the various departments and concerned national government offices for immediate implementation.
The GSO will also take over the task of reviewing all solid waste policies and recommend appropriate measures to address the current situation including the updating of the ten-year solid waste management plan.
The GSO was also tasked to “immediately proceed with the operations and ensure that all priority activities supportive of the entire solid waste management program of the city are properly implemented.”
The mayor requested the city council to cause the realignment of the P31 million fund from the CEPMO to GSO.
The mayor said the transfer was needed considering that the problem has become emergent and that the CEPMO under officer-in-charge Cordelia Lacsamana had to be relieved of the waste management task since it has been handling other huge responsibilities.
