Cleanest and greenest barangay contest goes on until May

BAGUIO CITY – The city’s 128 Barangays have until the end of March to clean their areas of responsibility and prepare their garden for judging by barangay official-counterparts and later by visual artists, as part of Panagbenga 2012 cleanest and greenest barangay contest.
This was announced by Councilor Betty Lourdes Tabanda, as chairperson of the search committee, during the Punong Barangays meeting last week.
The competition which utilizes only one set of criteria, introduces a fresh approach in the first stage of judging, where barangay officials participate as judges in the district level.
The criteria includes; cleanliness and orderliness, 40%; greening, garden and landscaping, 35%; and sustainable innovation and initiatives, 25%. The last criterion is an off-shoot of the previous years where garden-entries are abandoned after the contest. As discussed by the search committee, the gardens should be sustained and maintained by the barangays for next year’s Panagbenga festival.
For the cleanliness and orderliness criteria, the presence of streetsweepers, waste segregation, garbage area and collection schedule should be scrutinized by the Punong Barangay judges. Points are allotted for the absence of: litter dumps, litter evidence, stray animals, animal litter, graffiti, spray painting evidence, handwriting on walls and unmanaged laundry hangings. Several points are for the absence of: burning evidence, cooked food stands, smoke belching evidence; no traffic obstruction, untended junk and improper parking of vehicles in the roads. Sanitary conditions of piggeries and animal pens, as with waterways shall be inspected, proper disposal of sewage and waste water.
Gardens in commercial and residential areas shall also be inspected, as with the community and roadside arrangements, including hedges, absence of unwanted weeds and physical enhancements.
For the sustainability: barangay legislation and budget appropriation should be presented, as with evidence of participation from individuals, community and linkages, and economic, environment, social impact.
The punong barangay or his duly authorized representative in each district composes the district level judges, who shall then conduct visitation and judging of barangays from another district, on April 10-21. The twenty (20) district coordinators, shall draw lots simultaneously by the end of this month, to select their place of judging, with a representative from the Special Services Division and the Office of Councilor Betty Lourdes Tabanda. No district judge shall be allowed to visit and judge its own district.
As to the guidelines, the barangay with the highest tabulated score shall automatically be the district entry to the contest. Any tie in the scores should be decided by the district judges.
Results shall be submitted to the city level judges who shall validate, through visitation of the actual entries in the barangays on April 25-30.
Cash prizes and trophies shall be awarded on May 7, 2012 during the flag ceremony at the city hall grounds.
