city laments former city legal officer passing

BAGUIO CITY – The city government paid last respects to former city legal officer Robert Fangayen who succumbed to a lingering illness last July 16 at the age of 63.
In a resolution, the city council expressed the deepest sympathy and condolence to Fangayen’s family.
“The City Government of Baguio will long remember Atty. Robert P. Fangayen, the City Legal Officer, the man who embraced the city and poured on his legal expertise, the layman who volunteered his time and self to serve God, the private citizen who spoke with conviction about the rule of law, and the man who left a shining legacy the Fangayen family would be so proud of,” the resolution noted.

Fangayen was born on June 15 1949 at Sadanga, Mt. Province to parents who are both from the same town. He was educated both in Metro Manila and in the City of Baguio, finished his Bachelor of laws at the Baguio Colleges Foundation (now University of the Cordilleras) in 1979. He passed the bar examinations on the same year.

He first entered the government service in May, 1976 as Process Server at the JDRC, La Trinidad, Benguet. On October 1, 1976, he joined the City Court of Baguio as Clerk II. From July 1993 to August 1995, Atty. Fangayen was appointed Director of the Cordillera Executive Board.

He entered the City Government of Baguio on August 24, 1995 as the City Legal Officer. However, his services as City legal Officer was terminated when he was appointed Judge for the Municipal Trial Court (MTC) of Calasiao, Pangasinan by then President Gloria Macapagal Arroyo on August 31, 2002. Before he left the City Legal Office, he saw to it that there was a smooth turnover and no void would disrupt office operations.

In October 2009, he was assigned at the Regional Trial Court (RTC) Branch 39 of Lingayen, Pangasinan and at the same time, Judge Designate at the RTC Branch 63 of La Trinidad, Benguet until 2011.
Because of his dedication and commitment to service, he continued to hear and resolve cases at Lingayen, Pangasinan even while undergoing treatment. He never waivered nor compromised judicial integrity and efficiency in the resolution of cases, the body noted. – A Refuerzo
